The provider describes a planning process that uses practice data from its departments as the basis for the education. However, in the majority of activities that were selected for review, the provider was not able to demonstrate any gaps nor articulate the educational need for the activities. 

Rationale: The provider described a process that would meet the expectations of Criterion 2; however, it was not able to demonstrate that it used that process or that the activities that were selected for review were planned to address practice gaps or problems.
